When it comes to Texas curriculum standards and testing, teachers are frustrated, students are stressed, and parents are confused.  Well, I have good news for you.  Hang in there, help is on the way! 

It has long been my opinion that one root cause of teacher dissatisfaction in Texas is the confusion caused by our state’s fuzzy, non-specific, highly repetitive curriculum standards--the Texas Essential Knowledge and Skills or TEKS.  Adopted in 1997, the TEKS are the student expectations for each grade level subject such as science, math, social studies, etc.  Teachers use these standards to develop their classroom curriculums, and it is from the TEKS that the TAKS tests are developed. 

Even before I took office in 2005, complaints came in from hard-working teachers about the TEKS, especially for English Language Arts and Reading (ELAR).  This year when these TEKS came under review, I heard from even more teachers!  One teacher wrote that it took her six months to figure out the 2nd grade TEKS because they are so “fuzzy and confusing”.  Another highly regarded teacher said she is “amazed that 116 new standards must be taught in 4th grade”, and yet another said that after several district trainings (usually led by high dollar curriculum specialists), she “still did not completely understand what she was expected to teach.”  Other concerns include not knowing when mastery is expected and the word for word repetition of many standards for several years in a row. 

The flight of top talent from the classroom is alarming, and many more contemplate whether it is all worth it.  One way to retain these teachers is to listen to what they have been saying for years, “Give us curriculum standards that are clear, concise, and grade-level appropriate.”

In response to the concerns of several board members about the ELAR curriculum standards, Chairman Tincy Miller led a study day on June 14th for the State Board of Education to assess the need for major reform.  After hearing from three nationally acclaimed curriculum experts, the board became unified behind the effort for significant reform.  The experts’ bottom-line advice?  Eliminate TEKS that are repetitive or that cannot be measured, and develop a framework of content standards that is specific for each grade level.

Now is the time to bring about positive change to the ELAR curriculum standards (with all subjects to follow over time).  Fellow board members and I look forward to working alongside the Texas Education Agency staff and Commissioner Neeley to develop clear standards that help our children build on their knowledge from year to year.  Although benchmarks will not be relaxed, true learning and achievement will come easier for all.  Better “roadmaps for learning” will result in higher academic success for our schoolchildren while bringing improved teacher satisfaction.  Clearer standards will guide publishers to prepare basal readers that ensure children learn the skills they need, starting in kindergarten and progressing forward.  Learning becomes much more effective and attainable on all counts.

This change will be hard but is necessary for progress.  It will require complete cooperation between our Commissioner of Education, the State Board of Education, Texas Education Agency staff, textbook publishers, and others with vested interests in our state curriculum standards. 

The study day was a great beginning for major reform, but the best celebration of all will be the day that our teachers actually have the new and improved TEKS in their hands and can start using clear, concise, measurable, non-repetitive standards with their students!

Dear friends and supporters,

Hopefully you are enjoying a wonderful summer with family and friends!  We have two sons who left for Scout Camp this week, so we look forward to some quality time with our other son, Blake, who is home with us. 

I want to let you know that my beloved father passed away on June 6th.  Dad was 88 years old. He was a true patriot, having served in the Navy in both World War II and in Korea.  He was also a man of noble character and impeccable honesty.  We miss him dearly but what a comfort it is to know that he is now in the presence of his Lord and Savior.  My mother is doing as well as can be expected--she and Dad had been married 63 years.

There are many exciting things going on, so here is an update on State Board of Education issues. 

ON THE JULY 6-7 SBOE MEETING AGENDA:

  1. Discussion of College Readiness:  This item provides an opportunity for the board to hear a presentation from Dr. Raymund Paredes, Commissioner of Higher Education, regarding new legislation about college readiness curriculum/vertical alignment.  (We will be very interested in hearing from Dr. Paredes since new legislation passed in the special session that directly involves the SBOE and its authority over high school curriculum.  Many of you responded when I sent out an urgent message about this issue in May.  We have been assured by Senator Shapiro and others that the Board’s authority over curriculum has not changed.  New language in Article 5 of HB 1 states, “Notwithstanding any other provision of this section, the SBOE retains its authority under Section 28.002 concerning the required curriculum.”  The true test concerning our authority will come sooner rather than later as we strive to make positive changes to the English Language Arts and Reading curriculum standards.  I will keep you updated on this very important issue and will let you know if your help is needed to make sure that the authority of your elected SBOE remains unchanged as promised.)
     

  2. P-16 Council Update:  This item provides the committee the opportunity to review the P-16 Council activities.
     

  3. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements (Second Reading and Final Adoption) (Withdrawal of and First Reading and Filing Authorization)This item presents for second reading and final adoption proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Graduation Requirements, Beginning with School Year 2001-2002 and 2004-2005.  These reflect legislation from the regular session of the Legislature, 2005.  In addition, this item presents the withdrawal of the proposed amendments to 19 TAC Chapter 74, Required Curriculum, Graduation Requirements, Beginning with School Year 2007-2008, which were approved in April 2006.  The proposed withdrawal would allow for consideration of additional amendments to incorporate legislation passed by the 79th Texas Legislature, Third Called Session.
     

  4. Proposed Amendment to 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter B, State Adoption of Instructional Materials, §66.66, Consideration and Adoption of Instructional Materials by the State Board of Education (Reconsideration of Second Reading and Final Adoption Action): This item will provide the State Board of Education (SBOE) an opportunity to reconsider the adopted amendment to 19 TAC §66.66, Consideration and Adoption of Instructional Materials by the State Board of Education, approved for second reading and final adoption in April 2006, if the Attorney General certifies their authority to adopt the rules prior to the July 2006 meeting.
     

  5. Discussion of Proposed Amendments to 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter A, Elementary, and 19 TAC Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and English as a Second Language, Subchapter A, ElementaryThis item provides the opportunity for the Committee of the Whole to discuss proposed amendments to 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter A, Elementary, and 19 TAC Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and English as a Second Language, Subchapter A, Elementary. The proposed amendments would refine and align Kindergarten-Grade 5 Texas Essential Knowledge and Skills (TEKS) for English language arts and reading, Spanish language arts, and English as a Second Language. Statutory authority for this item is Texas Education Code (TEC), §7.102 and §28.002.

(The most exciting part of our study day on June 14 happened when three national reading experts gave us their opinions about our state’s English Language Arts and Reading curriculum standards!  Please read the article I have written and pasted at the bottom of this newsletter.  I have some wonderful things to tell you that will benefit our schoolchildren immensely!)   

The Committee on Planning (of which I am a member) will meet to discuss many things including:  ongoing State Board for Educator Certification activities, teacher certification fees for the 2006-2007 school year, completion check procedures for open-enrollment charter applications, and the application form and timeline for the thirteenth generation of open-enrollment charter schools.

Thank you to all of the English Language Arts and Reading teachers who responded to my request for their comments on our state’s curriculum standards.  Known as the TEKS or Texas Essential Knowledge and Skills, these standards are what teachers must use to develop their classroom curriculums.  The TAKS tests are developed from the TEKS, so you can understand why they are so important to our teachers.

From the 25 nominations that I made to serve on the math book selection panels, 12 wonderful people were chosen!  The middle school reviewers are in Austin this week, and the high school reviewers will serve June 26-30.  Their recommendations about the new math textbooks will be very important to me.  I am thankful for their willingness to volunteer their time to help in this vital part of the textbook adoption process.

My travels increased quite a bit this spring, and it was great to be able to visit with many of my constituents.  A big thanks to the North Shore Republican Women’s Club in Montgomery County, the Smith County Republican Club in Tyler, the Nacogdoches County Republican Club, and the Longview Republican Women’s Club.  You were all so warm and welcoming.  It is a pleasure to visit your clubs, and my heartfelt gratitude is extended to you for your hard work and dedication on behalf of our great state and party.

It was an honor to help present awards to over 40 children who entered an essay contest sponsored by the Lake Conroe Area Republican Women’s Club.  The children wrote about their favorite American hero.  I was duly impressed by what the children wrote and about whom they wrote!  Thank you, LCARW Club, for sponsoring such a wonderful event for local schoolchildren.
